To be sure, the spread of non-state Fourth Generation threats, like al-Qa'ida, around the globe represent increasingly dangerous threats, but the forces needed to counter these threats do not require the large numbers of high cost, hi-tech weapons or the large standing armies needed to fight the industrial wars characterized by Second and Third Generation Warfare among nations. Nevertheless the overwhelming bulk of the defense budget, together with the current combat force structure and supporting modernization programs, continues to be devoted to conventional and nuclear forces designed to fight Second and Third Generation threats. Bush/Cheney  Profiteer, Workers Won't *

Joe Allbaugh made it to Louisiana before most FEMA officials. By August 31, Allbaugh -- the manager of the 2000 Bush-Cheney campaign and the Bush administration's first FEMA director -- was on the ground "helping coordinate the private-sector response to the storm." . . . Already at least two of Allbaugh's major corporate clients have "been tapped to start recovery work along the battered Gulf Coast." One is Halliburton subsidiary Kellogg Brown and Root. The other is Shaw Group Inc., . . a Depression-era law (the Davis-Bacon Act) . . . requires federal contractors to pay workers the prevailing wages in their communities." Following Hurricane Katrina, it took President Bush all of eleven days to banish the requirement. . . Congress also passed a major White House-backed change to federal contracting regulations. lobbyist Jack Abramoff was indicted for bank fraud in connection with his 2000 purchase of the SunCruz gambling ships from Greek millionaire Gus Boulis. To finance the purchase, Abramoff and his partner Adam Kidan were required by Foothill Capitol to put up $23 million in cash to secure the loan. Abramoff and Kidan signed sworn documents, provided to Foothill Capitol at closing, attesting that they had paid Boulis the $23 million. In fact, Abramoff and Kidan never paid Boulis and by October 2000, Boulis was threatening to sue. In January 2001, Boulis did file suit, but in February 2001, he was murdered in an unsolved gang-land style homicide. . .Abramoff leased a corporate jet to ferry congressional staffers down to Tampa for the Superbowl and to gamble aboard a SunCruz ship.
